Rental housing: what changes under Royal Decree-Laws 29/2026 and 28/2026

Since 8 October 2026, Royal Decree-Law 29/2026 has introduced significant changes to Spain’s rental market, including extraordinary lease extensions, limits on rent updates, new rules for temporary and room rentals, and stronger protection against unjustified costs and excessive guarantees. Royal Decree-Law 28/2026, entering into force on 15 November, will complete the reform by changing the duration and renewal framework for habitual residence leases.
